Shortly describe 5 laws or behaviors that officers in the U.S. have to follow:
When approaching this question, I wasn’t sure as to if I should research current-day United States police-related laws/principles, or more time-accurate ones that the police would follow in the year of 1984. Due to this, I decided to cater to both, and have labelled each law/behavior I go over respectively.

1. The Fourth Amendment (1984 & Current)

The Fourth Amendment is quoted as –“The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.”–

This is arguably one of the most well-known, crucial and important laws that Officers must consider all the time. It is something that is constantly affecting the many other laws and activities of the police within the United States. It essentially prohibits unlawful searches and seizures, while also dictating the requirements for gaining respective warrants.

2. Prohibition of Excessive Force (1984 and Current)

Officers of the law have a duty to both protect and serve their stationed communities. The idea of Prohibition of Excessive Force, which heavily links to both the Eighth and Fourteenth amendment, states rather simply that officers cannot use excessive force; Otherwise the force enacted would be classed as unlawful; And therefore, against the law of the United States.

3. Equal Treatment Under The Law (1984 & Current)

This is more-so a principle, rather than a law, but is of equal importance to an operating officer of the force. It essentially states that everyone should be treated equally by the law; Regardless of things such as social-standing, background, or many other social characteristics. This belief should factor into every second an Officer is operating on behalf of the state, and stands to create a bias-free, fair police-force.

4. Miranda Rights (Current)

The Miranda Rights is the requirement held to Officers of the law to inform individuals of their rights, when/before they have been arrested/taken into custody; Most notably; Their right to an Attorney, and their rights to silence.

5. Duty to Provide Aid (Current)

As stated before, Officers of the law hold a duty to protect and serve. Part of that duty ties into providing aid. While this is somewhat more of a modern standard; Today’s Officers of the law are required to be trained in basic CPR/General Medical care, allowing them to carry out their Duty to Provide Aid to all those who may need it.

I am by no means a citizen of the United States. My knowledge on the County-related Police-force and infrastructure within the United States was very limited before going into this application, and as such, I have used a mix of Google pages and articles for the majority of my research, along with the websites attached to the forums.

Why do you want to join Echoes’ police faction?:
Personally, Police Roleplay has always seemed like something that is out of reach for me. It’s something I’ve always wanted to really try my hand at, and really give my all to, but the opportunity to do so has just never really come up. In most of the roleplay servers I’ve been in, the police factions’ have been heavily competitive, with really low chances of getting in. Echoes’ seems completely different, in that in all of the factions I’ve seen, roleplay, writing, and character development is truly valued, with an equal basis for all players.

As I said, PoliceRP really is something I’ve been wanting to try for a while, and this server, where roleplay is clearly prioritized, seems like the perfect place for me to get started.

What would you do if you accidentally broke a law, and someone began to argue with you OOC?:
Firstly, I would allow the individual to voice their concerns. I wouldn’t shut them out, or disregard their opinions. Regardless of my position in the server, respect is something that should be shown to every member of the community.

After they have explained their thoughts, and tensions have been lowered, I would then continue to explain to them my personal difference between the writer; Me; and my character. I am not my character; Just like how they are not me. I would tell the individual that Roleplay is entirely based around writing. It’s set in a different world from our own, and by taking the actions of a character from an In-Character perspective, and bringing it out of roleplay, they may create unnecessary conflicts.

I’d finish by reminding them that if no rules Out-Of-Character were broken, then there isn’t really an issue; And I would encourage them to generate roleplay with my character, somehow using the situation; Whether they use it to form a rivalry, a hatred, or even a mass plan to take my character down. If they feel, however, that there was a breach of Out-Of-Character conduct, then I’d ask them if they’d be open to involving staff, in order to get the conflict resolved efficiently, and with as little arguments as possible.

If someone was insulting you OOC for not following a common law (such as reading their rights) what would you do/say?
Similar to my previous answer; I would firstly hear them out. As this is more of a common occurrence, it could be a bad habit that has started to affect my roleplay, such as me simply forgetting, and so the criticism would certainly allow for me to acknowledge this issue that may not purposefully be a part of my character’s design.

If, however, it was something purposefully built in-to my character’s personality/traits, then I would once again remind them that my character’s actions are In-Character, and that they should bring it up In-Character in order to generate some potentially interesting Roleplay, which may give them insight as to why my character acts the way they do.

While the insults would be off-putting, as I am human, I would try not to let it discourage me, in order to avoid further escalation. If they show no desire to calm down, or simply converse with me in a manner that isn’t throwing insults, then I’d simply invite them to involve staff, so that the matter could be resolved both quickly and efficiently; And so that if there WAS any wrong-doing done on my behalf, I would know.

What do you do if you arrest someone? Be short, but detailed:
Documentation is incredibly important, and so I would first ensure that I was recording my gameplay somehow; Be-it through medal, game-bar, etc. Once I know I’m recording, I would begin to roleplay the arrest. Throwing the cuffs around the culprit; Reading them their rights; And transporting them to their four-walled holding cell, until they could eventually be processed.

While I’m not one hundred percent sure on how the process procedure works on Echoes: 1984, I can assume that a mug–shot must be taken, and that the individual's details must be taken, and logged. Once that is out of the way, unless they are wanting to continue roleplay as a prisoner, then they will be given the length of their bail, the cost of their bail, and told to switch characters.

If someone is behaving strangely, as if they were using illegal substances, what do you do?:
The first thing Varga would do; Is observe. How was the person dressed? How were they acting? Did they really seem suspicious? Or was it just their behaviour? Anything that might give him an extra leg-up. Time is a currency, however, and he can’t spend all day watching a potential junkie from afar; Not while there were criminals and wrong-doers on the loose. After getting everything he could from a brief observation; Varga would finally make contact. He was the type of guy who learnt through experience, after all.

Calmness would exude his body. In the face of adversity, calmness defeats all. Though for some reason, the hairs on his neck refused to settle… A simple, casual conversation would tell him everything he needed to know about the person, and then some; Showing him the next step to take. Yet; This person was seriously messed up. No words left their mouth. Whether it was from illegal substances, or something far more sinister, Varga couldn’t turn a blind-eye on this one. Getting them to the station as quickly, quietly, and peacefully as possible would be Varga’s method of approach. Though he preferred to work alone, he would radio in for back-up, if it meant getting this person to safety, and getting back out on the beat…

If someone will not give you their identity and you don’t have probable cause, what do you do?:
Probable Cause was Varga’s bread and butter. A crutch, for the less pleasant side of the job that beckoned to him. Probable Cause makes people scared. Makes them slip up. When the fifth amendment is all that the criminal has left to turn to, is when Varga works best… But that didn’t mean he was powerless without it. A cop’s greatest weapon is themselves, after all. Varga would instead choose to take a much more gritty, un-official, approach.

After ensuring without a shadow-of-a-doubt, through his own personal sense of justice, that the culprit was guilty of something, Varga would tail them. Friends; Places they visit; Affiliations… Anything that he can use, he’d jot down in his faded, water-stained note-pad. From there? Finding their Identity would be child’s-play.

If someone refuses to identify themselves because of the 5th amendment, but you have probable cause, what do you do?:
Varga would not let his façade slip, calmly explaining the fifth amendment to the individual; Word by word; Letter by letter; Right down to a god-damn’ T. What the hell was this? He’d then remind the individual that their pledge to the fifth can and will be used against them in court. This was Varga’s method as an enforcer of the law; Break down their inner-psyche; Scare them into submission, or instill them with false hope; Eventually, they’ll crack.

Varga was nothing, if not a gritty cop. He thrived on the street; And he knew how these people thought. Sure, Probable Cause wasn’t enough to pierce the mighty fifth, but it was sure as hell something he could use. He’d remind the individual that WHEN he has what he needs; WHEN all the dots are connected; It’d be their choice of silence and uncooperative nature that betrays them, and it’d be Varga tightening the cold, steely grip of the hand-cuffs around their wrists; And that it was only a matter of time.

If that wasn’t enough to get Varga what he wanted, then fine; A part of being a cop is getting shit done yourself. But they now knew he was gunning for them. They’d slip up. Make a mistake somewhere along the line. And if they didn’t? Varga had more methodical approaches he could take. After all, once the police are at your door, there’s little you can do to delay the inevitable iron-clad fist of justice. All this for a simple ID on a suspect..?

Provide us with your character’s backstory. Please attempt to limit yourself to more-or-less 1,500 words (maximum 2,500):
[!] Please note! [!]: I have tried to keep my backstory purposefully vague, in order to allow for further development as I play this character. I didn’t want things to be locked in, nor did I want to rush into giving him hours of lore, only for it to completely contradict how he’s played in the future. I hope that’s alright, and that it doesn’t affect my application in any way shape or form.

Jordan Varga was born in a small, rural town in Southern California, 19XX. Only child of Jose and Melina Varga, Jordan grew up in an almost militaristic environment; Where securing his future meant everything to his parents. Jose was determined to see his son climb the ranks of the Police Force, while Melina wanted him to become a stock-broker. Jordan himself, however, wanted nothing more than to become a lawyer.

Eventually, at age 18, Jordan graduated from High-School, beckoned by his family to seek further education in the form of college. Instead of taking any of the subjects insisted upon him by his father, Jordan opted to study the law. This, unfortunately, led no-where for Varga; As his dreams of becoming a lawyer begun to dwindle; Destroyed by the striking fist of reality. For the next 6 years, he drifted. Outcast by his family under the premise of failure, Jordan begun slinging from bar to bar, staying in cheap motels, and working dead-end jobs to make ends meet.

Tired of this way of life, but with no means to escape it, he fought desperately to secure himself a place in whatever University would take him. If he wanted to live a life that wasn't full of squalor, regret, or drinking himself into an early grave, then he needed an education. His lawyer dream wasn't happening. That was something he'd have to come to terms with, if he wanted to stop living a life of self-loathing. Cadet was the most likely. He already had his Apprenticeship in law. But it would mean faltering to his fathers oppressive desires for him. Truthfully, Jordan never wanted to become a cop. It was just something that happened. His only option left.

As a life on the force became more and more likely, Jordan Varga's self-loathing worsened. The Booze? That never stopped. But he had found himself on the verge of a new horizon. A cop might not be what Jordan wanted for himself, but it was something he was going to force himself to do; Or damn' well die trying. If not for his father, then for himself.

Why do you want to be an officer for our community?: ‘By nature, humans are protective creatures… We crave for something to nurture. To protect from harm. From the things’ we weren’t protected from, growing up. Whether it’s your kid, your family, your friends… or even a whole damn’ town; When you choose to protect somethin’; It means you’re ready to give your life for it. Ready to go through hell, if it means one more peaceful night for that thing you’re protectin’.’ – ‘I don’t know what drew me to East Falls; But I’m here now, and it looks like I will be for a long time comin’.’ – ‘Does that answer your question?’

Have you had any previous training or teaching in our academy?: ‘In this Academy? Afraid’ not. I haven’t been in East Falls long enough, though I prefer to learn through experience. Put me out on the field, and you’ll see exactly what I mean.’

What responsibilities do you hold as a police officer?: ‘The word responsibilities never quite sat right with me. I much prefer the word ‘Duties’. No one made me a cop. No one forced me to become the man I am today. Word’ is, I could sit here all day, listin’ off each duty you might think a cop has; But it’d be a wastea’ both of our time. If I weren’t willing to accept those duties, sorry Those responsibilities…– I would never have become a cop.’

‘Livin’ and dyin’ by the badge is everything to me. It’s my waya’ life; And if it means protectin’ my people; My town; Then I’d give it all.'

Do you plan on advancing our staff hierarchy?: ‘Absolutely - Chain of Command is there for a reason, and I intend to earn my stripes.’

Last question.. this one is optional: what’s our real motto?
