Shortly describe 5 laws or behaviors that officers in the U.S. have to follow:

#1: Terry v. Ohio creates the guidelines and stipulations which officers must follow in order to conduct a Terry frisk, which is a pat down. A Terry frisk may only be conducted if an officer has reasonable charitable suspicion that an individual was involved in a crime and may be in possession of a weapon. This cannot apply if you believe the suspect has a different type of contraband.

#2: According to Article 6 of the 'Code of Conduct of Law Enforcement', members of service are completely responsible for the well-being and health of perpetrators they have in custody. This duty shall not be neglected.

#3: Miranda v. Arizona states that a law enforcement officer, when interrogating a suspect only for their respective crime and is in active custody, must read them their rights, known as the Miranda rights. This does not extend to general questions. Officers may ask for the location of evidence or weapons, or outstanding suspects if necessary without their rights being read if it is for the immediate protection of the public.

#4: The Fourth Amendment to the United States Constitution protects against unreasonable searches and seizures by members of government and law enforcement. In order for probable cause to be articulated, you must have at least one of the following: (1) plain view, (2) extringent circumstances, (3) a warrant signed by a judge, (4) incident to arrest, 

#5: Pennsylvania v. Mimms states that at the order of a law enforcement officer to exit your vehicle during a traffic stop, you must do so citing officer safety as a legitimate and weighty justification. This order does not require any additional probable cause or reasonable suspicion, and is a lawful order if requested.

Why do you want to join Echoes’ police faction?: I am looking to join the Echoes’ police faction due to my previous experiences in law enforcement in a considerable number of servers including FiveM and Minecraft. I have extensive experiences in both games in numerous servers, holding leadership positions in prominent ones. When I joined Echoes, I quickly knew I wanted to work with the police faction. I have never played in a Sheriff’s Department before, and would also like to experiment with a new character. 

What would you do if you accidentally broke a law, and someone began to argue with you OOC?: A law enforcement officer breaking a law is not an OOC issue. As such, I would not entertain it. I would notify this individual that this would be an IC matter, and to follow through ICly. This can be done such as reporting to a supervisor, retaliating in RP, etc. 

If someone was insulting you OOC for not following a common law (such as reading their rights)  what would you do/say?: I would notify them roughly the previous answer, stating that it is an in character matter. For something like failure to read their rights, I would tell them to discuss that with their attorney if given the opportunity. I would not return their attitude, and not insult this person back OOCly. 

What do you do if you arrest someone? Be short, but detailed: I would notify the perpetrator of the reason for the arrest, and would conduct a search incident to arrest. I would mirandize them, even if I do not intend to question them as it is a safety precaution anyway. Following this, they would be taken to the station and processed with a mugshot and fingerprint (if applicable on the server). From there, they would be charged and processed accordingly.

If someone is behaving strangely, as if they were using illegal substances, what do you do?: I would look for signs of inebriation, such dilated pupils, jittery movements, slurred speech, etc. I would also watch their physical movements like how they walk or just talk. If I deem necessary, I would request for them to conduct a few tests in order to determine sobriety. 

If someone will not give you their identity and you don’t have probable cause, what do you do?: This depends if East Falls authorizes law enforcement officers to stop and identify individuals who they have reasonable suspicion to have been involved in a crime. If this is the case, I would notify the individual. If they continue to fail to provide this, I would detain the individual. If East Falls does not allow stop and identify, I would allow the individual to proceed on their way and they are not detained.

If someone refuses to identify themselves because of the 5th amendment, but you have probable cause, what do you do?: If I have probable cause to identify the individual, I would notify them of this, and the reason that probable cause can be articulated. If the individual still fails to provide this, I would detain them for failure to identify to a law enforcement officer, failure to comply with a lawful order, etc, depending on the penal law of East Falls.

Provide us with your character’s backstory. Please attempt to limit yourself to more-or-less 1,500 words (maximum 2,500): Nathaniel Copeland was born on February 12th, 1946 at the Beth Israel Deaconess Hospital in Milton, Massachusetts. His father, Aaron Copeland, and his mother, Rebecca Copeland, lived in Quincy, Massachusetts but had relocated to the medical center in Milton due to limited medical assistance provided by the medical centers in Quincy. Nathaniel worked hard from a young age, stemming from the drive his mother and father provided as their roles as law enforcement officers. He participated in plenty of school activities and held leadership positions, serving three out of the four years of his highschool life as the Secretary to the student council there, alongside performing scholarly in subjects around the board, except math. Copeland graduated in 1964 from Quincy High School, and chose to attend Suffolk University seeking a major in Criminal Justice, heavily motivated by his mother and father from their roles in the Boston Police Department. 

Nathaniel’s college life was far different than his younger days, and in highschool, where some could say he ‘peaked’. Nathan found it hard to adjust to college life, resulting in him veering off from his studies and experimenting with new hobbies such as art and photography, the generic things, to fill his extra time. Despite his efforts, Nathan failed to engage himself in these things and found that relying on his studies was his best way to get through. With his newfound way to fill time outside of his regular classes, college felt like a breeze. It was late Senior year of College when things changed for the worst, when Nathaniel and his family were joined together for dinner at home. A knock at the door disrupted. Behind it laid several officers with the Massachusetts State Police S.T.O.P., team, the Internal Affairs Oversight Panel, and operators with the Drug Enforcement Administration. As Nate approached the door, it was promptly blown down, causing debris to shatter around the entrance. Nate ran to seek cover, and before the situation at hand could be thought of, the full weight of a DEA operator suddenly dropped onto Nate, rendering him incapacitated.

Nate later woke up to what he found was five hours later. With him in the hospital room were two nurses, two police officers, and another family. In a daze, it was revealed what had happened. An extensive investigation into Nate’s father and mother found that the two had been working jointly alongside several officers and detectives out of the Boston Police Department after the Brass were notified of a large amount of narcotics missing from recent drug busts. The investigation found that his parents were involved, and there was evidence tying them to later drug sales using the same ones removed from evidence. Nate was left devastated, losing not only his parents, but his driving force in his career into law enforcement. The arrest of his parents left him in a spiral in life, turning to alcohol in order to cope with this time in his life. 

It was only eight months later when Nathaniel met an off duty police officer, who he soon came to be close with. The officer, Kenny Till, served in New York City out of the 23rd Precinct of Harlem. The two hit it off, where Nathaniel caught Kenny up about his life and his aspirations to become a police officer coming to a halt. Nathaniel, expressing a disdain for the Boston Police for the actions of his parents, pledged that he wanted to continue in life, but didnt know where to start. Kenny had mentioned that there is a brand new class of Cadets coming up in the NY:PD, prompting Kenny to offer to bring Nathaniel out to New York. With Nate growing more and more frivolous with his time in Boston, obliged to the offer.

Nathaniel continued to serve in the New York Police Department assigned to the 47th Precinct in Harlem, NY at the age of 23. Originally, he loved the job, making friends, receiving commendations for his outstanding community outreach. Over the next 15, Nathaniel grew to dislike the city life. The constant beratement by the public due to the NY:PDs public relations not being the greatest, countless corruption scandals, and the slums of Harlem eating away at his sanity, he chose to make the move out to a small town.

As Nathaniel went over his options, he locked his eyes on one place in particular. East Falls. There was a strange click when Nathaniel heard of the location, it almost seemed to be fate. Nate, with 15 years of service under his belt, filed his resignation with his Commanding Officer, Deputy Inspector Ainsley Starling, and set out for East Falls with his aspirations in the Sheriff's Department.

Why do you want to be an officer for our community?: I am looking to work for the East Falls Sheriff’s Department as a change in pace of my life. I was born in Boston, and had loved my life there. Unfortunately, there were mistakes my parents made in their life which caused my life to veer. I ended up working out of the New York Police Department for around 15 years in Harlem, spending my waking hours interacting with the packed streets of NY. Unfortunately, it isn’t what I wanted anymore. I need a change in my life, and it starts with moving my location. I am sick of the city life, and want to serve a small community where I can know the faces I walk past. I have heard tremendous things from the East Falls Sheriff’s Department, and with the recent change in command, thought it would be an optimal time to make my stride. 

Have you had any previous training or teaching in our academy?: I have not attended the East Falls Police Academy, but am willing to and will happily learn from it.

What responsibilities do you hold as a police officer?: Police officers have a multitude of responsibilities, but all will say one common goal is to ‘Protect & Serve’ our communities, which is the expectation of law enforcement. Besides this, police officers do have the responsibility of assisting members of the public in their day to day lives, enforcing laws set out to avoid anarchy and a war in our streets. Paperwork can be included too. Not fun, but it is a necessary responsibility. 

Do you plan on advancing our staff hierarchy?: I am interested in advancing my career, and intend to do so.
